USM Group Creation Account Field Only Accessible on root Groups

In USM we can not assign groups below the root level. Is this by design?

 

Environment:
Unified Infrastructure Portal 8.4x and above
Answer:

Yes, this is by design. A container within a container takes the ownership of the top account and if there is no account, than sub containers will not have any account ownership. You can not override sub containers to have ownership if the root container is set to no account.
