During the installation of SSA\SOI Manager, getting the 'JDBC Connection Failure' error

During the installation of the SOI Manager during the Database Configuration step, get the following error: 
JDBC Connection Failure 
An error occurred connecting to the specified CA Spectrum Service Assurance\Service Operations Insight Database server.....

status: driver loaded 
lastError: Unable to get information from SQL Server:

Windows Microsoft SQL Server

When installing SOI Manager -and- installing SAMStore DB on a named instance, this error may occur.

Please make sure "SQL Browser Service" is running on the remote DB service. If not, enable this service and then install SOI Manager.
